Dried Fish, Dried Squid

When I see these dried, I always think that it's simply a matter of throwing them in a pan of oil to fry. Is there something before that, I should do instead, though? Am I supposed to rehydrate them...or, er, at least wash them? Are they supposed to be steamed or boiled instead?

Or does it depend on what's being made? Dried fish flakes, I know, can just be sprinkled on top of rice porridge or takoyaki, but what about actual dried fish and squid meat?
 
Probably something similar to what you would do with dried mushrooms. With those you soak them in water. Don't they have any information on the package?
