Extremely rare in the UK! In the US many power lines are still above ground. Happens a lot. They even have outage map pages When needs be I charge up the phone in the car.A very rare power outage today. No electricity for an hour or so. It transpired that a worker had accidentally damaged a cable and rendered over 1000 homes and businesses In Maidstone without electricity. I almost panicked as my phone was low on charge and had no internet.
I'd forgotten how dependent we are on electricity.

we have several power banks that we keep charged. power outages were common where we lived in the UK and are equally as common here, so we typically have USB rechargeable torches as well - they can be used as backup power for a phone as well.No car here!
