It is, but it is generally called Carabao (water buffalo) nut - the reason being the view of it un-peeled. The proper name here is Tsingara.

These are the ones we were given on Wednesday, peeled.

They taste of nothing (in my opinion). Consistency a bit like a normal water chestnut but soft and tasteless. My wife eats them as a snack but without chilli pepper dipping sauce (which is strange).
