Top/Bottom Speed Button

Is this per the site or my browser, Opera, I can't find a way to disable it.

On a phone it pops you either way!

I'm on an android phone.
Those arrows show when scrolling, but disappear when stationary.
Then appear again when you scroll a little (or a lot).
I like them, easy to go to top of bottom
I use duckduckgo

Android here as well and yes on all that. Takes too long to go away.
