I have found that certain tools are a good investment to cook on a budget.
Bulk dry rice and dry beans are easy to make in an electric pressure cooker without the need to presoak.
Stir fry meals in a wok can be relatively fast, inexpensive and healthy.

During WW2, British and US households were urged to turn their lawns into "Victory Gardens"
You can at least have herbs on a windowsill or under LED grow lights.

I have no tolerance for people who use the excuse "Im too busy to do that!"
Usually those people have made stupid life choices and have no ability to manage time.

Yes, I am aware that these things may have been already mentioned here, but I believe they cannot be said too often.
