Never seen radishes served with butter and without bread
I know them whole with salt for "dipping" or sliced or halved in salads
Its a French thing as TastyReuben indicated. Served with aperitifs. The butter tempers the spiciness of the radish. There is a restaurant in Paris called Radis au Beurre.

Very weird combo! I've been to France a lot, eaten and grown up with many French dishes but not this one. Never come across cold root veg with solid (not melted) butter. I can see mayo as a 'dip' but plain butter and not even any herbs or garlic is just downright contrarian. Especially for France 😅 Or not.
