They’d do or say something silly and would get called a spanner.

Which reminds me of a favorite play on words (and I can’t remember where I first heard it):
Man 1: You spanner!

(A spanner/wrench is used to drive/tighten nuts)
I’ve also heard it used as a cheap pickup line:
