I used to love getting the giant smoked turkey legs at the amusement parks on vacation when the girls were young. One was big enough for us all to snack on.

It's common US terminology for "discounted". I imagine that kimchi takes quite a bit of fermenting to get to be half gone off. Probably gets a bit better with age!
