I will tweak the design a little bit
Here I just traced around a 5 lb. bag of flour. You'd have to make the device a bit smaller since the flour bag won't ever be open fully as at manufacturing but you could still get 6 cutters just a might smaller than 2" like TastyReuben was saying. View attachment 136590

Personally I'd never put the cookie cutter into the bag. I'd use the flour in the working surface to dust the cutter, or use a saucer or side plate to hold some flour.
As part of your design you might work out the percentage of dough that ends up as cookie from the overall shape of your combined design. That way you can justify which design creates less waste.I will tweak the design a little bit

Make yourself some dough (it can be pastry or actually cookie dough) roll it flat (rolling pin, or a bottle of you lack a rolling on) and experiment cutting out shapes and using a circular cutter to create the cookies.
That way you'll learn what it is you're trying to improve. And if you use cookie dough, end up with cookies/ UK biscuits in the process.
I'm also away from home with only my phone, so can't use my laptop to copy and paste circles into a design which you could also try.
Just needs a handle. Wouldn't dip a used cookie cutter into a clean bag of flour.I could see this being an issue with the design. I’m not sure how easily your device would fit into a bag of flour.
I was thinking of that as well.takes up a lot of storage space
