Plans for today:
Get up at the butt crack of dawn (the sun wasn't even up yet) and take the car to the autobody repair shop ... the electric garage door bit the tailgate yet again!

It has to be over 1metre. Most manufactures (like Samsung) choose 1.5 metres (5 feet) or more.
They usually state how deep in the blurb.
IP68 (the 8 is the important part with water) is periods of submersion under pressure.

Interesting you say submersion under pressure. In an earlier life I was an avid scuba diver so... For every 33 1/3' ft. you descend in water, at sea level, the pressure increases by 14.7 lbs./in^2.
