My mum said so. She lives alongside a river and often comments on its height. Given that the river is walled in on one side, it had nowhere to go to except to flood the flood plane... she's on the 2nd floor of a new apartment block built on the same flood plane....guess what the underground garage doors everything the river is high? She always seems so surprised when it flood!
