I would say that Thai basil is indeed more like anise than mint... but still a bit shy of that flavor. But I can see anise - a small amount - being subbed in, if the Thai basil is unavailable.
Funny, but I forgot that I have a Thai Basil plant in my yard! I’m new to the whole gardening thing. Fortunately, it’s a very robust plant, so it’s thriving in this heat.

How do you recommend I harvest the leaves?

How do you recommend I harvest the leaves?
I'd pull leaves off as you need them. I just pinch them with my nails. They don't dry very well, losing a lot of flavor that way. You can harvest the whole plant if you need to (a frost coming or such...) and place it in an inch or two of water indoors. The stems are also edible, although the thicker base stems are not desirable ... a little too tough.
